"Government as Good as It Gets" Bonehead Award

In 1999 the small town of Kingsville, Texas, went into a panic when a quiet night was broken by a sudden invasion by an army of 800 camouflaged men and 8 unmarked helicopters.  Guns were fired, bombs exploded, an abandoned factory and abandoned police station went up in flames.  Neither the 911 dispatchers nor the Kingsville police could offer people any explanation.

It turns out the Army forgot to tell anyone in advance about this exercise in urban gorilla warfare training.  So, everything was under control.  Or was it?  The two buildings were set on fire by accident.
